PDF and AI can both carry vector artwork, images and text, but they are designed for different stages of a creative workflow.
A PDF is a page-description format designed to keep a document looking consistent across software, operating systems and devices. A PDF page can contain vector paths, text drawing commands, embedded fonts, raster images, clipping paths, transparency, annotations, forms and other structures. Adobe Illustrator can open many PDF files and interpret individual components as editable objects, which makes PDF a useful interchange format for vector artwork.
An Adobe Illustrator AI file is an authoring format intended for continued editing in Illustrator. Modern AI documents can include PDF-compatible syntax plus Illustrator-specific editing data. Adobe explains that the “Create PDF Compatible File” option saves PDF-compatible information alongside Illustrator data. That is why PDF and AI workflows overlap, but they are not identical formats.
For an official workflow, Adobe documents that Illustrator supports opening Adobe PDF files in Illustrator. For multi-page PDFs, Illustrator can display PDF Import Options and let you choose a page, a range, or all pages. A PDF may preserve the visual result of an Illustrator design without preserving the exact authoring structure used to create it. A live Illustrator brush could be represented as ordinary vector shapes. A blend, appearance stack or live effect may be flattened or expanded. Text may use an embedded subset font that is not installed locally. Layers may be absent or converted into PDF optional-content structures. Linked artwork may already be embedded as page content. Once those native editing relationships have been removed, a generic converter cannot reliably infer them.

Some PDF artwork can be edited surprisingly well in Illustrator, while other PDFs behave more like flattened final output.
If the PDF contains genuine vector paths, fills and strokes, Illustrator can often interpret those components as vector objects. However, paths may be clipped, split, expanded, nested in groups or affected by transparency flattening. A technically editable vector PDF can still require manual cleanup before it resembles the original source document.
Text may remain text if the PDF stores text drawing information and the necessary font is available. Problems can occur when fonts are subsetted, unavailable, embedded with restrictions, converted to outlines or represented with unusual encoding. If Illustrator substitutes a font, line breaks and spacing may change. For important typography, compare against the original PDF before editing.
Photos and other bitmap images remain raster images. Converting PDF to AI does not magically transform pixels into vectors. A PDF can look perfect in a viewer while still being difficult to edit because appearance and authoring structure are different things.
